Due to the COVID-19 emergency, and following recommendations from the Centers for Disease Control and Prevention (CDC) and the State of Minnesota, the City of Moorhead has restricted public gatherings to reduce the spread of COVID-19. These actions are intended to ensure the health and safety of the public, City staff, and City Council members and facilitate the City's ability to continue to provide essential services.
On Monday, March 23, 2020, the City Council enacted an emergency ordinance relating to Public Hearing alternatives. This ordinance modified how citizens participate in Public Hearings.
Public Hearings will be held as scheduled; however, they will not be open to in-person attendance. Despite the challenges created by the COVID-19 emergency, the City encourages citizen participation by using on of the alternatives listed below:
- Request to Speak form - Submit comments up until one hour prior to the published start time of the public meeting (i.e. no later than 4:30 pm for a regular City Council meeting.) Comments received prior to the public meeting will be read during the public hearing or agenda item related to the comment.
- US Mail - Send written comments to: City of Moorhead, PO Box 779, Moorhead, MN 56561. Letters received prior to the public meeting will be read during the public hearing or agenda item related to the comment.
- Public Comment Line - Please call 218.299.5001 to submit you comment. If there is no answer, please leave a message and your comment will be read during the public hearing or agenda item related to the comment.
- During the Meeting - If you wish to speak during the meeting, you may call the Public Comment Line at 218.299.5001 and request to be bridged onto the audio conference. You will be given three minutes to speak.
