Our 33 “line” personnel work rotating 24-hour shifts to provide 24x7 emergency response capability. They are organized into three shifts that work a predetermined schedule resulting in a 56-hour average work week.

Our five “staff” personnel work Monday through Friday from 8:00 am to 4:30 pm and at other times as needed. View our organization chart or contact a member of our Command Staff below.

 


 


Jeff Wallin

 

Chief Wallin has been with the City since 1994. He was promoted to Assistant Fire Chief/Training Coordinator in 2005, appointed as the Public Information Officer in 2013 and appointed as the Deputy Chief in 2019. On June 2nd, 2021 he was appointed as the Interim Chief, and was appointed the Fire Chief on January 24th, 2023. Before working for the City, Chief Wallin worked as a Firefighter, Lieutenant, Training Coordinator and Fire Marshal in St. Francis, Minnesota, Emergency Medical Technician for Health One Transportation, and Fire & EMS Training Coordinator for Dakota County/Red Wing & Winona Technical Colleges.

Chief Wallin received his Associates of Applied Science in Fire Protection from North Hennepin Community College, Bachelor of Science in Fire & Safety Engineering Technology from the University of Cincinnati, and a Master of Business Administration from the University of Mary. He is a licensed Firefighter, Emergency Medical Technician, and Remote Pilot; IFSAC certified Firefighter II, Driver/operator, Fire Officer II, Fire Instructor II, and Fire Investigator; and a Blue Card certified Incident Commander. He is a graduate of the Executive Fire Officer Program at the National Fire Academy earned the Chief Fire Officer designation from the Commission on Professional Credentialing.

Chief Wallin also works as an adjunct faculty member of Minnesota State Community & Technical College, Peer Reviewer for the Center for Public Safety Excellence, Secretary of the Clay County Fire Chief’s Association, Treasurer of the Clay County EMS Association,  Board Member of the Northwest Regional Fire Training Advisory Board, serves on the Executive Committee of Red River Regional Dispatch Center, Examiner for the Minnesota Emergency Medical Services Regulatory Board, and a bagpiper for Heather & Thistle Pipes & Drums.

Chad Stangeland

 

Chief Stangeland has been with the City since 1995. He was appointed the Haz-Mat Team Coordinator in 2004, promoted to Lieutenant in 2009, Captain in 2010, Assistant Fire Chief/Fire Marshal/Emergency Manager in 2012 and appointed as Division Chief (Fire Marshal-Emergency Manager) in 2019. Before working for the City, Chief Stangeland worked as a Firefighter in Cedar Rapids, Iowa, Oak Grove, MN, and Holyoke MN. He has also worked as a Paramedic for Innovis Health, Ringdahl Ambulance, and F-M Ambulance.

 

Chief Stangeland received his Associate of Arts at Moorhead State University, Associate of Applied Science in Fire Technology & Administration from Lake Superior College, Bachelor of Science in Fire & Safety Engineering Technology from the University of Cincinnati, and a Master of Arts Degree in Security studies from the U.S. Naval Post Graduate School.  Assistant Chief Stangeland is a graduate of the Executive Fire Officer Program at the National Fire Academy. He is also  a licensed Firefighter and Paramedic, Minnesota Certified Emergency Manager, and IFSAC certified Firefighter II, Driver/Operator, Instructor I, Fire Officer II, Fire Inspector II, and Fire Investigator.
 

Chief Stangeland also works as a member of the Minnesota State Fire Chief’s Association Emergency Management Committee, a member of the Homeland Security and Emergency Management Chemical Assessment Team Technical Advisory Committee and Chair of their Training Committee, and a member of Emergency Preparedness Committees at Sanford Health, Essentia Health, and City of Moorhead.

David Conrad

Battalion Chief Conrad has been with the City of Moorhead since 2021, being hired as a Battalion Chief. Before working for the City, he was a member of the Fargo Fire Department for 21 years, the last 11 of which he served as a Captain.

Battalion Chief Conrad graduated from Lake Park High School, then earned his Bachelor of Science Degree from the University of Minnesota-Twin Cities. He is a licensed Firefighter and Emergency Medical Technician; Pro-Board certified Firefighter II, Rope Rescue II, Instructor I, and Fire Officer I; and a Blue Card certified Incident Commander.

Benton Hicks

 

BentonHicks_WebBattalion Chief Hicks has been with the City since 2001. He was promoted to Captain in 2010 and Assistant Chief in 2017. This position was reclassified as a Battalion Chief in 2021. Justin Rosenfeldt

JustinRosenfeldtWebCaptain Rosenfeldt has been with the City since 2008. He was promoted to Captain in 2017. Before working for the City, Captain Rosenfeldt was (and continues to be) both a Firefighter with the Dilworth Fire Department and a Paramedic with F-M Ambulance.

Dave Allen

Captain Allen has been with the City since 2003. He was promoted to Captain in 2010. Before working for the City, Captain Allen was a Firefighter in Bloomington, Minnesota.

Eric Berg

 

Captain Berg has been with the City since 1999. He was promoted to Captain in 2010. Before working for the City, Captain Berg was a Firefighter in Albert Lea, Minnesota.

Rick Loveland

Loveland Loveland has been with the City since 1995. He was promoted to Captain in 2017.


Captain Loveland is a licensed Firefighter and Emergency Medical Technician in the State of Minnesota; IFSAC certified Firefighter II, Driver/Operator, Instructor II, and Fire Officer I; and a Blue Card certified Incident Commander.

Captain Loveland also works as the Fire & EMS Training Coordinator and an adjunct faculty member of Minnesota State Community & Technical College and is a board member of the Minnesota Board of Fire Training and Education.

Derek Berg

Dorene Rurup

 

Dorene has been with the City since 1986 She began as a Rental Housing Office Specialist. In 1987 she transferred to the Fire Department, and became the Program Assistant in 2004. Before working for the City, Dorene was employed by Concordia College in Moorhead.

Dorene received her Legal Secretary Certificate from Northwest Minnesota Technical College.
