At approximately 11:00 pm on September 8, Moorhead officers were made aware of a vehicle that was believed to be involved in a shooting in Fargo and was heading eastbound. It was believed that four individuals inside the vehicle may be involved and they were traveling towards Moorhead in an unsafe manner. A Moorhead officer located the vehicle at mile marker one on Interstate 94 traveling at over 100 miles per hour. A pursuit occurred until mile marker two, where the vehicle exited at Main Avenue Southeast and crashed. All four occupants fled the vehicle on foot.
A quick response from other Moorhead officers, as well as officers from Clay County Sheriff's Office, Minnesota State Patrol, Dilworth Police Department and Fargo Police Department, led to a large perimeter being established. Interstate 94 was shut down for a period of time to ensure the motoring public was not in danger.
A canine track was conducted and immediately located three loaded firearms and a backpack containing a quantity of marijuana. The canine track continued and four individuals were located hiding in a culvert near the southwest corner of the 34th Street and Interstate 94 interchange. All four were detained. One was identified as the driver, Daniel Cisse, an 18 year old from Fargo. Cisse was arrested for the felony charge of fleeing in a motor vehicle. This investigation is ongoing.
