Notice is hereby given that the City of Fargo, North Dakota, and the City of Moorhead, Minnesota, are seeking Requests for Qualifications (RFQ) for a Transit Reorganization Study. The intent of this RFQ is to receive proposals from qualified firms to provide planning services to address coordination of transit services throughout the Fargo-Moorhead UZA, by providing a detailed plan for the reorganization of existing Fargo and Moorhead transit staff under a new governance model, outline new FTA requirements and opportunities to reduce duplication between grantees, develop formulas for distribution of federal funds between jurisdictions and provide an equitable cost allocation formula for participating entities for transit service operating costs.
Proposals will be accepted at the Metro Transit Garage, 650 23 St North, Fargo, ND 58102, until 2 pm CDT on Friday, May 26, 2023. Responses received after the specified date and time will be considered late proposals and will not be opened or considered for award.
Firms will be required to submit qualifications, including a work plan, timeline for completion of milestones, identification of project team, references, a portfolio of past work and a separate sealed cost proposal.

All proposers are notified that disadvantaged and women-owned business enterprises are encouraged to submit responses to this request. The City of Fargo and City of Moorhead will ensure that respondents to this request will not be discriminated against based on sex, race, color, creed or national origin in consideration of an award.
Up to 80% of this project will be funded through the Federal Transit Administration Section 5307 Urbanized Area Catalog of Federal Domestic (CFD) #20.507. Federal requirements and corresponding contract clauses will apply to this project and any resulting contractual arrangement.
All proposers will be required to certify that they are not on the Comptroller General’s list of ineligible contractors.
The City of Fargo and City of Moorhead reserves the right to reject any and all proposals and to waive any informalities, irregularities, or technicalities in the bidding process.
