Juan Francisco Martinez (aka Frankie Martinez) was taken into custody at 11:50 a.m. on Tuesday, October 21 in St. Paul after attempting to flee from officers on foot. The U.S. Marshal Service Northstar Fugitive Task Force, assisted by members of the St. Paul Police Department, located Martinez in St. Paul after his involvement in a drive-by shooting in North Moorhead on September 28. In this incident the victim’s SUV was struck by bullets that nearly hit the driver as he drove to the Moorhead Police Department. The Moorhead Police Department would also like to thank the Minnesota Bureau of Criminal Apprehension (BCA) for their assistance in the investigation.
Martinez is currently being held in the Ramsey County Jail on pending local charges of Felony 5th Degree Controlled Substance and Felony Ineligible Person in Possession of a Firearm at the time of his arrest. Martinez is charged with 1st Degree Attempted Murder out of Clay County.
